近日,山(shan)東(dong)省印發(fa)了《山(shan)東(dong)省煤礦智能化(hua)(hua)建(jian)設實施方案》,山(shan)東(dong)省委(wei)、山(shan)東(dong)省政府關于(yu)煤礦智能化(hua)(hua)建(jian)設的部署(shu)要求,進一步整體(ti)推動全省煤礦智能化(hua)(hua)建(jian)設。
方案(an)中提出,煤(mei)礦智能(neng)化(hua)是將智能(neng)裝備、工(gong)(gong)業物(wu)聯(lian)網、云計(ji)算、大(da)數據、移動(dong)互聯(lian)網、人工(gong)(gong)智能(neng)等(deng)技術(shu)與(yu)現代煤(mei)礦開發(fa)技術(shu)深度(du)融合,形(xing)成全(quan)面(mian)感知、實(shi)時互聯(lian)、分析決策(ce)、自(zi)主學(xue)習(xi)、動(dong)態預測、協(xie)同控(kong)制的智能(neng)系統,實(shi)現煤(mei)礦開拓(tuo)、采掘(jue)、運(yun)通、洗選、安全(quan)保障、經營管理(li)等(deng)過程的智能(neng)化(hua)運(yun)行。加快推進煤(mei)礦智能(neng)化(hua)建設(she),是保障煤(mei)炭(tan)生產(chan)安全(quan)高(gao)效的重要基(ji)礎,是推動(dong)煤(mei)炭(tan)工(gong)(gong)業高(gao)質量發(fa)展(zhan)的重大(da)舉措。
關于煤(mei)(mei)礦(kuang)智(zhi)(zhi)(zhi)能化(hua)(hua)建設(she)(she),方案中提出利(li)用(yong)1-2年時間(jian),全(quan)(quan)省沖擊(ji)地壓(ya)煤(mei)(mei)礦(kuang)和大(da)型(xing)煤(mei)(mei)礦(kuang)實現智(zhi)(zhi)(zhi)能化(hua)(hua)開采,建設(she)(she)一批智(zhi)(zhi)(zhi)能化(hua)(hua)示(shi)范礦(kuang)井(jing),在全(quan)(quan)國(guo)煤(mei)(mei)炭行(xing)業樹立(li)智(zhi)(zhi)(zhi)能化(hua)(hua)建設(she)(she)的“山東(dong)標桿”。到(dao)2020年底,全(quan)(quan)省煤(mei)(mei)礦(kuang)智(zhi)(zhi)(zhi)能化(hua)(hua)開采煤(mei)(mei)炭產量達到(dao)40%以上。到(dao)2025年,全(quan)(quan)省煤(mei)(mei)礦(kuang)基本實現智(zhi)(zhi)(zhi)能化(hua)(hua),基本形成(cheng)完整(zheng)配(pei)套的智(zhi)(zhi)(zhi)能化(hua)(hua)生產、管(guan)理體系,智(zhi)(zhi)(zhi)能化(hua)(hua)開采煤(mei)(mei)炭產量達到(dao)90%以上。到(dao)2030年,全(quan)(quan)面建成(cheng)智(zhi)(zhi)(zhi)能化(hua)(hua)煤(mei)(mei)礦(kuang)。
全面推進煤礦智能化
對具(ju)備條件(jian)的(de)生(sheng)(sheng)產(chan)(chan)煤(mei)礦(kuang)加快智(zhi)能(neng)化改造,在生(sheng)(sheng)產(chan)(chan)經營(ying)管(guan)(guan)理環節(jie),進行智(zhi)能(neng)優化提升,推進固(gu)定崗位(wei)的(de)無(wu)人值守和危險崗位(wei)的(de)機(ji)器人作業,實(shi)現傳統煤(mei)礦(kuang)的(de)智(zhi)能(neng)化轉型(xing)升級。推行新建煤(mei)礦(kuang)智(zhi)能(neng)化設計,建設智(zhi)能(neng)化生(sheng)(sheng)產(chan)(chan)、安全保障、經營(ying)管(guan)(guan)理等多系統、多功能(neng)融(rong)合的(de)一體化平(ping)臺,實(shi)現煤(mei)礦(kuang)產(chan)(chan)運(yun)銷(xiao)業務協同、決(jue)策管(guan)(guan)控、一體化運(yun)營(ying)等智(zhi)能(neng)化應(ying)用。
大力推進采煤智能化
采煤(mei)工作面(mian)積(ji)極采用(yong)智能(neng)(neng)控(kong)(kong)(kong)制技術(shu)和可視化遠程(cheng)(cheng)干預(yu)控(kong)(kong)(kong)制技術(shu),合理應用(yong)液(ye)壓(ya)支架(jia)電(dian)液(ye)控(kong)(kong)(kong)制系統、智能(neng)(neng)集成(cheng)供液(ye)系統、圖像(xiang)視頻(pin)遠程(cheng)(cheng)跟(gen)蹤系統、采煤(mei)機、刮板輸送機及液(ye)壓(ya)支架(jia)協同控(kong)(kong)(kong)制系統、遠程(cheng)(cheng)控(kong)(kong)(kong)制平臺(tai)等綜采工作面(mian)智能(neng)(neng)成(cheng)套(tao)裝備,實現智能(neng)(neng)化升(sheng)級(ji)。
有序推進掘進智能化
加大(da)智(zhi)(zhi)能(neng)化快速(su)掘(jue)(jue)進(jin)成(cheng)套裝備(bei)(bei)的研發與應用(yong)(yong)力(li)度(du),推(tui)廣(guang)煤巷掘(jue)(jue)、支、運(yun)三(san)位一體(ti)高效快速(su)掘(jue)(jue)進(jin)成(cheng)套裝備(bei)(bei)與技術(shu),推(tui)廣(guang)應用(yong)(yong)掘(jue)(jue)進(jin)遠程控(kong)制、智(zhi)(zhi)能(neng)截割、掘(jue)(jue)支平行快速(su)作業等(deng)先進(jin)技術(shu)與裝備(bei)(bei),積極(ji)推(tui)進(jin)巷道硬(ying)巖掘(jue)(jue)進(jin)機(TBM)應用(yong)(yong),逐步實現掘(jue)(jue)進(jin)快速(su)化、智(zhi)(zhi)能(neng)化。
逐步實現煤炭開采少人化
大力推(tui)進智(zhi)(zhi)能化(hua)(hua)(hua)減人(ren)(ren)、少人(ren)(ren),加(jia)快煤(mei)(mei)礦智(zhi)(zhi)能化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)建設,采(cai)掘(jue)(jue)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)重點(dian)崗位實(shi)現機器人(ren)(ren)操作(zuo)(zuo)(zuo),逐步實(shi)現煤(mei)(mei)炭采(cai)掘(jue)(jue)一線少人(ren)(ren)化(hua)(hua)(hua)。其中,智(zhi)(zhi)能化(hua)(hua)(hua)掘(jue)(jue)進工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)(從掘(jue)(jue)進迎頭至工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)回(hui)風(feng)流(liu)與(yu)全(quan)風(feng)壓(ya)風(feng)流(liu)混合(he)處)職(zhi)工(gong)(gong)(gong)(gong)人(ren)(ren)數(shu)減少到(dao)9人(ren)(ren)以(yi)(yi)內(nei);薄煤(mei)(mei)層和一次(ci)采(cai)全(quan)高智(zhi)(zhi)能化(hua)(hua)(hua)采(cai)煤(mei)(mei)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)(工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)及進、回(hui)風(feng)巷(xiang)超(chao)(chao)前支護段內(nei))工(gong)(gong)(gong)(gong)人(ren)(ren)數(shu)減少到(dao)9人(ren)(ren)以(yi)(yi)內(nei);綜(zong)采(cai)放頂(ding)煤(mei)(mei)智(zhi)(zhi)能化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)、充填工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)(工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面(mian)及進、回(hui)風(feng)巷(xiang)超(chao)(chao)前支護段內(nei))職(zhi)工(gong)(gong)(gong)(gong)人(ren)(ren)數(shu)減少到(dao)16人(ren)(ren)以(yi)(yi)內(nei)。
加快推進機電運輸系統智能化
加快煤(mei)礦機電運(yun)輸(shu)(shu)(shu)系(xi)統(tong)(tong)智能化(hua)(hua)改(gai)造,推(tui)廣應用視頻監視、智能監測(ce)與(yu)保護、自(zi)動控制(zhi)(zhi)或集(ji)(ji)中控制(zhi)(zhi)等技術,實現煤(mei)礦壓風機房、絞車房、變電所、水(shui)泵房、原煤(mei)主運(yun)輸(shu)(shu)(shu)系(xi)統(tong)(tong)等固(gu)定(ding)場所和(he)采掘(jue)配套運(yun)輸(shu)(shu)(shu)設(she)備無人值守或集(ji)(ji)中控制(zhi)(zhi),減(jian)少固(gu)定(ding)崗(gang)位人員;應用遠程(cheng)集(ji)(ji)中控制(zhi)(zhi),通過視頻監視、順序(xu)控制(zhi)(zhi),實現采、掘(jue)后路(lu)配套多(duo)部(bu)運(yun)輸(shu)(shu)(shu)設(she)備集(ji)(ji)中控制(zhi)(zhi),減(jian)少采、掘(jue)工作面(mian)運(yun)輸(shu)(shu)(shu)系(xi)統(tong)(tong)人員。加快井下設(she)備在線診斷與(yu)遠程(cheng)運(yun)維系(xi)統(tong)(tong)建設(she)化(hua)(hua)。
統籌推進生產集中控制智能化
全面推(tui)進地(di)面生產集(ji)(ji)中控制(zhi)系(xi)統(tong)(tong)智(zhi)能(neng)(neng)(neng)化(hua),建設(she)(she)集(ji)(ji)生產、安全、調度、設(she)(she)備(bei)管(guan)理、地(di)面儲裝(zhuang)運、洗(xi)選為一(yi)體的煤礦(kuang)智(zhi)能(neng)(neng)(neng)化(hua)管(guan)控信(xin)息(xi)平臺,推(tui)廣應(ying)(ying)用井上下無線終端平臺,完善井上下工業環(huan)網和高(gao)速率、大容量、低時(shi)延無線網絡。實現(xian)對各自動化(hua)、智(zhi)能(neng)(neng)(neng)化(hua)子系(xi)統(tong)(tong)集(ji)(ji)中操(cao)作(zuo)、集(ji)(ji)中監控和統(tong)(tong)一(yi)調度。推(tui)廣應(ying)(ying)用視頻監視、智(zhi)能(neng)(neng)(neng)監測、集(ji)(ji)中控制(zhi)等技術,實現(xian)壓(ya)風(feng)機房(fang)、提升(sheng)機房(fang)、變(bian)電所、水泵房(fang)等固(gu)定(ding)場所和采(cai)掘配套(tao)運輸設(she)(she)備(bei)無人值守或集(ji)(ji)中控制(zhi),減(jian)少固(gu)定(ding)崗位人員。加快井下設(she)(she)備(bei)在線診斷與(yu)遠(yuan)程運維系(xi)統(tong)(tong)建設(she)(she),提高(gao)井下設(she)(she)備(bei)智(zhi)能(neng)(neng)(neng)化(hua)水平。
重點突破煤礦機器人研發與應用
加快(kuai)煤(mei)(mei)礦機(ji)(ji)器(qi)(qi)人(ren)(ren)研(yan)發(fa)應用(yong),加快(kuai)推(tui)廣(guang)應用(yong)巡檢、選矸等(deng)技術已成熟的機(ji)(ji)器(qi)(qi)人(ren)(ren),持續推(tui)進(jin)智能(neng)(neng)化(hua)減人(ren)(ren)、換人(ren)(ren),逐步(bu)實現關(guan)鍵崗(gang)位機(ji)(ji)器(qi)(qi)人(ren)(ren)替代、生產過程智能(neng)(neng)控(kong)制。充(chong)分(fen)發(fa)揮各企業煤(mei)(mei)礦機(ji)(ji)器(qi)(qi)人(ren)(ren)實驗室作(zuo)用(yong),對(dui)照(zhao)《煤(mei)(mei)礦機(ji)(ji)器(qi)(qi)人(ren)(ren)重(zhong)點研(yan)發(fa)目錄》,大力推(tui)進(jin)煤(mei)(mei)礦采掘、運(yun)輸、安(an)控(kong)和救(jiu)援類等(deng)機(ji)(ji)器(qi)(qi)人(ren)(ren)的立項研(yan)發(fa),攻克掘進(jin)機(ji)(ji)自(zi)動定(ding)位截割、錨桿(gan)自(zi)動鉆裝、放頂煤(mei)(mei)自(zi)動識(shi)別控(kong)制等(deng)關(guan)鍵技術。積極(ji)探索區塊鏈技術在煤(mei)(mei)礦智能(neng)(neng)化(hua)改造和智慧化(hua)建設(she)等(deng)業務領域(yu)的推(tui)廣(guang)應用(yong),加強模式創(chuang)新,努(nu)力構建全(quan)產業鏈應用(yong)體系。
各級能源管理部門負責組織推動本地煤礦智能化建設,要加強業務指導和日常監管,制定本地區煤礦智能化建設的實施方案,督促煤炭企業落實煤礦智能化建設責任。在每年煤礦安全改造中央預算內項目中優先支持煤礦智能化建設項目。鼓勵和支持我省企業、科研院所、行業組織、個人等參與國家標準、行業標準和國際標準的制定,協同有關部門結合我省煤炭行業實際,制定全省煤礦智能化建設標準規范。
